Collaboration Scheme
General
1. What is the mode of training for Collaboration Scheme?

ITCTS
It follows "First-hire-then-train" approach. Trainees are first employed by the employer, then they will receive initial training provided by the Hong Kong Institute of Construction (HKIC). After the initial training, trainees will undergo on-site training provided by the employer. At the end of training, trainees are required to take the relevant Intermediate Trade Test (ITT) / Certification Test / Completion Test provided by the CIC.

Collaborated with CIC/HKIC, Training Bodies provide training courses which cover theory and practice with safety measures, equipment, tools, and materials of the related trades so as to enhance technical skills of trainees from registered general workers to registered semi-skilled workers by acquiring semi-skilled workers’ qualification.

2. What is the entry requirement for the schemes?

ITCTS
a. Aged 18 or above; and
b. Hong Kong residents and have permit to work in Hong Kong; and
c. For those who have not taken Full-time Short Course/Enhanced Construction Manpower Training Scheme (ECMTS) offered by Construction Industry Council (CIC) or Hong Kong Institute of Construction (HKIC); or other full-time training courses offered by CIC or HKIC or other training bodies funded by CIC or HKIC within one year; or HKIC's Technician programmes within two years; and
d. For those who have not registered as registered semi-skilled workers or registered skilled workers of any trade under Construction Workers Registration Ordinance; and
e. For those who are employed and recommended by the employers.

ITCTS-SEC
a. For those who registered as a registered general worker; and
b. With at least 1 year relevant working experience (verified by the training bodies); and
c. For those who have not registered as registered semi-skilled workers or registered skilled workers of any trade under Construction Workers Registration Ordinance; and
d. For those who have not taken the courses of relevant trades offered or funded by the CIC and HKIC over one year prior to application.
 
ACMTS-SEC
a. Semi-skilled worker of the applied trade with at least 1 year postqualification relevant working experience (counting from the issuance date of certificate); and
b. For those who have not taken the applied trade under the CIC’s or HKIC’s Advanced Construction Manpower Training Scheme – Pilot Scheme offered or funded by the CIC and HKIC over one year prior to application; and
c. Working experience is verified by the employer/training bodies; and
d. Being recommended by training bodies

3. What is training content for the schemes?

ITCTS
Initial training of HKIC includes general knowledge and fundamental skill training, depends on work trade. General knowledge introduces the background of local construction industry, professional ethics and major work trades. The fundamental skill training introduces basic operation skills of relevant work trades. Trainees learn and practice relevant skill set during on-site training.

ITCTS-SEC
The scheme includes theoretical training and workshop practical training. 

ACMTS-SEC
The scheme includes theoretical training and workshop practical training.

4. What is the medium of instruction?

Mainly Cantonese for training; supplement with Chinese handout

5. How long does the training period last?

ITCTS
For most of the work trades (depends on work trades):
Initial Training: 2 weeks to 2 months
On-site training: 2.5 months to 5.5 months
Overall training period: 3 months to 6 months
For work trades of Excavator Operator, Bulldozer Operator and Loader Operator:
Initial training: 5 days 
On-site training: 1 month to 2 months
Application of relevant course is required to be jointly submitted by CIC and employer to Labour Department and get Labour Department‘s approval before the class commences. 

ITCTS-SEC
Training period: 50 hours
Class size: 8-10 students/ class

ACMTS-SEC
Training period: 75 to 106 hours
(depends on work trades)
Class size: 4-6 students/ class

6. How about the venue & commencement date for the scheme?

ITCTS
Initial Training will be conducted in HKIC campuses or training grounds (venue and commencement date depend on work trades); Venue for on-site training will be decided by employers. 

ITCTS-SEC
Training venue will be designated by Training Bodies. Classes will be held in the trade unions’ workshops usually.

ACMTS-SEC
Training venue will be designated by Training Bodies. Classes will be held in the trade unions’ workshops usually.

7. How about the arrangement of training period?

ITCTS
Class schedule will be as same as HKIC’s for Initial Training. Working hours will be determined by employers during on-site training.

ITCTS-SEC
Training period will be scheduled by Training Bodies. Training Bodies usually provide full-time training from Mon to Fri or during weekend.

ACMTS-SEC
Training period will be scheduled by Training Bodies. Training Bodies usually provide training in the evening from Mon to Fri or full-time training during weekend.

8. Is there any fee and allowance for joining the scheme?

ITCTS
The tuition is free for trainees who are employed and recommended by participated employers. Trainee shall receive a subsidy of $10,200/month (in full attendance) during Initial Training, with the basis of 30 training days per month. The monthly salary paid by employers to trainees must not less than $13,400 during on-site training in accordance with both parties signed “Employment Contract”. A completion bonus subsidy will be provided to trainee who passes the Intermediate Trade Test (ITT) or Certification Test or Completion Test.

ITCTS-SEC
The tuition is free for trainees. A completion bonus subsidy will be provided to trainee who completes the course and passes the Intermediate Trade Test (ITT).

ACMTS-SEC
The tuition is free for trainees. A completion bonus will be provided to trainee who completes the course and passes the Trade Test qualification.

9. Is there any assessment and bonus after training?

ITCTS
After trainee completes training, a one-off $10,000 trainee completion bonus subsidy will be directly provided to trainee who passes the Intermediate Trade Test (ITT) or Certification Test or Completion Test of relevant work trades and registers as a registered semi-skilled worker of the relevant trade under the “Construction Workers Registration Ordinance”.

ITCTS-SEC
A bonus of $4,000 will be provided to trainee with 85% or above attendance rate. An additional bonus of $10,000 will be provided to trainee who passes the Intermediate Trade Test and registers as a registered semi-skilled workers of the relevant trade under the “Construction Workers Registration Ordinance”.

ACMTS-SEC
Trainee will receive a one-off $16,000 completion bonus after completing the course, passing the Trade Test qualification and registering as a registered skilled worker of the relevant trade under the “Construction Workers Registration Ordinance”.

10. How to be awarded a certificate?

ITCTS
Certificate will be awarded to trainee who passes the Intermediate Trade Test (ITT) or Certification Test or Completion Test of relevant work trades.

ITCTS-SEC
Certificate will be awarded to trainee who passes the Intermediate Trade Test (ITT) of relevant work trades.

ACMTS-SEC
Certificate will be awarded to trainee who passes the Trade Test of relevant work trades.

11. What happen to me if I withdraw from the scheme during training period?

Applicant cannot participate in the training scheme within one year
